Dear Mayle,

I enclose a copy of the letter about Americans going to Hong Kong which Sterndale Bennett handed this to Allison of the United States Embassy on Friday evening..

Allison noted that United States citizens wishing to go to Hong Kong should apply to the Chief Civil Affairs Officer there for permission to enter, and he asked whether such applications should be sent through the American Consulate in Hong Kong or whether, for instance in the case of an American in New York, he should apply through the British Consulate General there. Sterndale Bennett said he would let him have an answer as soon as possible.

I should be grateful if you would let me know how we should reply to Allison on this point.

I am sending a copy of this to Smailes, C.A.4.

yours sincerely
